A23 Games — formerly Ace2Three, run by Head Digital Works — was one of the oldest real-money card platforms in India, offering rummy, poker, carrom, pool and fantasy sports. Its referral programme advertised rewards of up to ₹15,000 per friend.
Read the condition that sat underneath that number, because it is the whole story. The reward was payable only once the person you referred had opened an account through your code and made a minimum addition of ₹100 to it. The referral was not paid for a sign-up. It was paid for a deposit. Everything else on the old page — the headline figure, the "endless rewards" answer to whether there was a cap — decorated a deposit inducement.
The Promotion and Regulation of Online Gaming Act, 2025, which received Presidential assent on 22 August 2025, prohibits online money games in India and does not distinguish games of skill from games of chance. Section 5 prohibits offering, section 6 prohibits advertising, and section 7 prohibits facilitating the financial transactions. Offences under sections 5 and 7 are cognizable and non-bailable. Section 9(2) sets the advertising penalty at up to two years' imprisonment or a fine up to ₹50 lakh, or both, doubling for repeat offences. A referral reward conditioned on the referred person funding an account is close to the centre of what those provisions describe.
Head Digital Works suspended real-money operations, and then did something most of its competitors did not: it filed a constitutional challenge to the Act in the Karnataka High Court, arguing legislative competence, the reasonableness of the restriction and whether a blanket prohibition satisfies the test of proportionality. That litigation deserves to be reported accurately in both directions. It is a serious argument, and Indian courts have historically protected games of skill. It is also, as of now, a pending challenge and nothing more. Filing a case does not suspend a statute. Until a court says otherwise, the prohibition and the penalties are fully in force.
The framework meanwhile became more concrete rather than less. The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and took effect on 1 May 2026, creating the Online Gaming Authority of India with power to determine whether a given game is an online money game by reference to entry fees, staking, expectation of winnings and revenue model.
So there is no A23 referral code worth having, and this page is not going to publish one on the theory that the challenge might succeed. If it does succeed, that will be a genuine change and this page will say so. Free-to-play versions of these games remain lawful in the meantime, and a balance held from the paid era should be pursued through A23's own support rather than any recovery intermediary.
