The arithmetic is worth doing, because the offer does not do it for you. $20 off $100 is 20% — but only at exactly $100. At $150 it is 13%. At $200 it is 10%. At $300, under 7%. A fixed discount with a minimum order is a percentage that decays as the basket grows, and maximum value comes from spending exactly the minimum.
