Rummy being a game of skill is no longer a defence, because skill is no longer the test.

Three separate prohibitions matter. Section 5 bans offering an online money game. Section 6 bans advertising one. Section 7 bans facilitating the payments. Offences under sections 5 and 7 are cognizable and non-bailable. Section 9(2) sets the advertising penalty at up to two years' imprisonment or a fine up to ₹50 lakh or both, rising to two-to-three years and ₹50 lakh to ₹1 crore for a repeat offence.

The framework is now fully operational. The Promotion and Regulation of Online Gaming Rules, 2026 were notified on 22 April 2026 and came into force on 1 May 2026. They establish the Online Gaming Authority of India, which can determine whether a particular game counts as an online money game by examining its entry fees, staking mechanism, expectation of winnings and revenue model. That last point matters: a platform cannot escape the Act simply by renaming its deposits.

Games24x7's response was not a legal fight but a retreat. It suspended real-money operations and laid off roughly 500 people — about 70% of its workforce — because the law removed its domestic revenue model outright.

Now look again at what the old referral actually required. You were not paid for a friend downloading the app. You were paid in instalments, and the first instalment landed only once your friend played a cash tournament — that is, only once they had put money at stake.
