2. Billing granularity and what happens to a stopped server. On many providers a powered-off instance still incurs storage charges — a stopped server is not a free server, and that is the commonest unexpected bill in this category.
3. Backup and snapshot pricing, which is separate from the instance and accumulates quietly.
4. Where the data physically sits. For anybody handling personal data, the jurisdiction of the data centre is a compliance question rather than a preference — and a European provider is frequently chosen for exactly that reason rather than on price.
